The short answer is any vehicle which is left in a public space that does not have one. An immobiliser is the back bone of any vehicle security system, if your car does not have one then the odds of it getting stolen are much higher.

Immobilisers became mandatory in all new vehicle sold in the UK back in 1998. Australia followed in 2001, but here in New Zealand we still do not have any legislation requiring cars to have one. Whilst nearly all new vehicle now come with one as standard, there are still a large number of imported cars from Japan on the road that lack one.
